Shared Services Mission

To devote a period of six months for study of shared services that could impact our need for space and affect future capital and operating costs. The most immediate opportunities for shared service arrangements that could impact on our space needs and costs are the Municipal Court and the Police Department. The Council believes that a citizen committee representative of a cross section of residents should be selected to evaluate the extent to which residents of ML are willing to embrace more robust shared services arrangements which may impact our space needs and costs.

The committee’s mission will include seeking direct input from the public through meeting and discussion; development of a survey of the residents to objectively measure the residents concerns related to shared service arrangements and to gauge the residents desire regarding owning these services as a priority when balanced against specific costs associated with maintaining services as currently configured, expanding the facilities used to deliver the services, and other objective matrixes that would assist us in the decision making process.

Soon after the committee’s first meeting, the committee is to develop a timeline so critical decision points are understood in light of the Council’s commitment to bring this to a conclusion in six months. The committee is to meet at a minimum monthly and provide minutes and updates to the Council and community on a regular basis. The committee may want to hold a public forum at some point in the process. Council is to approve survey before it is delivered to the public. The committee may propose changes to its mission statement and membership subject to approval of Council.
