Master Plan Committee

Updates:

 

Kazmark said that the facilities number can be taken from the Long Range Plan.

 

Janice Hunts was not familiar with the term “perceptually impaired.” Might reference a special classroom that was in existence at the time. Boertzel and Palmer agreed that the number could be out of district.

 

Andy sent Census data. Andy has a call into County to get their latest numbers.

 

Green Community goals – Louise suggested keeping them modest. Will develop a write up on that.

 

Prusina and Leslie will tell Louise on the infrastructure changes.

 

HPC Element:

 

Joan and Andy worked on the element quite a bit and discussed with the HPC last week. Today’s draft represents the HPC position.

 

Joan is a member of Preservation NJ. Found out about grants available who wanted to write or rewrite their HP element. Heritage Consultants looked over our current HP element.  Sent her the HPC goals and a letter from the Preservation attorney.  She will consult on anything that is written and meet with any group necessary. She has experience with the resident buy-in process.

 

The gist of the current Master Plan is to educate people. The current HPC’s opinion is that it is working to a certain degree, but it is not enough. The HPC also said that tho beautifully written, it is not strong enough for the Planning Board to use to make legal opinions on variances, etc. The HPC thinks a stronger HP element needs to be written in order to provide legal underpinnings and to provide a HP ordinance. It can say anything that we as a town want. It can be strong or weak. There is no one on the HPC who want to do a local Historic District.

 

Barbara questioned what the reason is that we need a stronger element. Needs data and trends to show why it is not adequate.

 

See document. Propose that the overview background include things that have happened since 1995.

 

 

Conclusion:

Barbara will try to get the Master Plan revisions done by our meeting next week, but if not, we will meet again, possibly on May 29th.
