Master Plan Committee

May 1, 2008

Recorded by Roberta Spray

Present: Barbara Palmer (Chair), Andy Bulfer, Gail Boertzel, Celia Flynn, Roberta Spray, Louise Davis.

Reviewed minutes and discussed progress on “assignments.” More discussion on capacity at schools including Kazmark’s suggestions. Gail suggested doing a range…Palmer thought we would be better off putting a lower number so we don’t have to worry about State pushing us to increase housing density.

Gail has out-of-district numbers in the event that “perceptually impaired” referred to in the plan references this.

Issue of private wells…. Louise said that Boro engineer Ryden’s opinion is that you can’t prevent people from developing private wells. No one is comfortable with this ruling.

Sidewalk on Powerville is done. Need to change the tense in the infrastructure section.

Reviewed Conservation Plan. Comments within plan document.

Stormwater Element – Barbara asked if Cathy would ask Susan Ferguson on Lakes Management and the EC to review this. It currently is not tailored to Mountain Lakes as it was passed quickly. Pass on Joan Nix’s comment as well.

HP Plan – the HPC got a grant to have a consultant review this plan. Would need some directives from us to steer the consultant in the right direction.

Green Element – Do we start from scratch? Louise got a 36 page element from W. Windsor. Reviewed chapters. Green Building, Environmental Preferred Purchasing, and Energy and Education sections seemed most appropriate. Most of the others are already included in our plan or are not relevant. 2 pages would be great. Louise could also include some things she gets from the Mayor’s Green Committee toolboxes.
