Present: Barbara Palmer (Chair), Andy Bulfer, Gail Boertzel, Celia Flynn, Joan Nix, Roberta Spray. Arrived late: Louise Davis.

 

 

Discussed progress on “assignments.”

 

Reviewed suggestions on document from Gail Boertzel. See attached document.

 

New Boro Hall Update: An architect was hired in 2008 Architect is doing schematic design plans for what they see as needed for Boro Hall. Probably renovations and new building. Designs and budgets will be proposed then. For intro, say “there is a need.”

 

Gail Boertzel conferred with Superintendent Kazmark and they are both uncomfortable putting capacity amounts in the “Existing School Facilities” chart on p.2. Barbara felt it was necessary from a planning standpoint – gives us some standards to negotiate with on planning issues (like COAH). Others felt it opened us up to litigation when negotiating capacity if merging districts. Andy suggested a range instead of the precise numbers or number of classrooms and square feet. Gail will go back to Kazmark and Prusina for more of a range. Barbara will ask Planning Board for their preference. The attorney’s opinion will be useful.

 

Joan wondered if something should be mentioned about the trailers. Agreed it was not significant enough to matter.

 

The committee agreed that the information on “perceptually impaired” included in the school enrollment chart on p.3 did not make sense. Barbara will ask Janice Hunts if she remembers what that meant. Gail will investigate the numbers of kids going out of district by choice and which are sent out of district due to special needs.

 

Fire Department: Gail will check with Ken Stokes to make sure that all is correct in this section. She will also get an updated rating for the fire hydrants from Mark Prusina.

 

Police Department: Gail will add information from Facilities Committee final report on the website.

DPW: Gail will check the Recent addition of office.

 

Public Utilities: Gail will investigate who owns the television and cable tv line ownership with Joe Tempesta.

 

Energy, Cable--Gail will investigate the cell tower building dates.

 

Water Supply: Gail will investigate who reviews the water quality and are there any trends. She will also check the number of gallons per day. And the leaking situation. There was a discussion about how the water restrictions are measured and where the primary concerns are.

Barbara will check this out to see if we should suggest a rewrite of this section. It has gotten more complicated. The issue of homeowners building wells should be addressed in the master plan.

 

Water supply:

Gail will check on situation with getting water from Jersey City.

 

Our next meeting is May 1 at 7:30 pm at the Boro Hall.

 

The Stormwater Element will be reviewed by email.

 

Also, we need to find a new meeting date to replace May 15th.
