MEETING MINUTES

MAY 7, 2008

ALSO PRESENT:     Mr. J. Wozniak, Health Officer & Councilwoman B. Wilson

 

 

Dr. Girz, Chairman of the Health Commission, opened the meeting at 6:10 P.M.

 

Mr. Wozniak reported that Montville had positive lead samples for the turf at one of the fields in Montville.  The lead is located in the backing material fibers of the synthetic carpet.  He has a meeting in Montville tonight on the matter.  He does not expect it to be an issue.  The Commission questioned if fields in Mountain Lakes had been tested.  Mr. Wozniak responded that Mark Prusina, Supervisor of Buildings and Grounds for the Board of Education, would be the person to contact.  Councilwoman Wilson commented that she would check with the Council to see if there was money to do this.

 

Mr. Wozniak stated his annual report was done back in February, and hopefully the Commission has had a chance to read it.  There were lots of recall notices.  Most of them are done by e-mail now.  He stated that the food code was changed back in January 2007 – food establishments had to be re-educated on the new regulations.

 

The latest Health Officer’s Report and Public Health Nurse’s Report were reviewed.  Dr. Girz asked Mr. Wozniak about the bone density screening conducted at Montville.  He stated it was not well attended by Mountain Lakes’ residents.

 

Mr. Wozniak mentioned that there was a Smoke Signals group that brings pigs’ lungs to show what a healthy lung looks like as opposed to one subjected to tobacco smoke.  Councilwoman Wilson asked if this was run for adults.  Mr. Wozniak stated the program is set up for schools. 

 

The Secretary reported that the annual SMAC blood screening is scheduled for Saturday, May 17th.  She stated that to date the sign-up is very light.  This was always a popular program in the past.

 

The fees for dog and cat licenses were raised substantially last April.  The State had a freeze on them since the 70’s.  The Secretary stated there were only a few negative comments.  The Secretary stated that she has the delinquent dog license list down to 7 residents (out of over 800 dogs/cats).  This was turned over to the Animal Warden for summonses.

 

Mr. Wozniak stated that the N. J. Cancer Coalition offered free oral cancer screenings during the month of April. He has not yet received any attendance numbers.  The Secretary did advertise this on the website.

 

Dr. Girz asked Mr. Wozniak if he was seeing any problem with measles.  He replied he has not.  The clusters being reported on are of unvaccinated people.  It is believed imported from out of the country and brought in to the United States.

 

Mr. Wozniak stated it will be interesting to see what happens in September/October with the new flu vaccine requirements for children.  It is up to the Board of Health to enforce this.

 

Mr. Wozniak reported that he had received copies of two State well drilling permits for two new lots on the Esplanade.  There is a moratorium for new hook-ups to the Borough’s water system.  Councilwoman Wilson stated that it is a 5-year moratorium.  Mrs. George asked how far we are into the moratorium.  Councilwoman Wilson stated we are only one year into it. 

 

Mr. Wozniak reported that the tobacco age of sale was increased from 18 to 19.  It is illegal to sell them, but not to buy them.

 

Mrs. Kubliski asked when the bathing beaches would be tested.  The Secretary replied that the beaches open in June.  Allied Biological usually takes a sample the end of May prior to the weekly testing when the beaches are open.

 

The Health Commission is scheduled to meet next on June 4th.
